The Hawaii Community Development Authority plans to hold four open houses to introduce the proposed Transit-Oriented Development Overlay Plan for Kakaako.

The TOD Plan incorporates urban design, mobility and access, complete streets, rail transit and parking and transportation demand management principles to create a compact, walkable and livable community in Kakaako, the HCDA said.

The first open house is scheduled for Thursday at 5:30 p.m. at 461 Cooke St. in Kakaako. There are also other open houses scheduled for Friday, Saturday and next Thursday.

The HCDA invites stakeholders and the public to participate in the planning process, provide opportunities for comments to be heard, and will describe the scope of the environmental impact statement study being conducted and the process for adopting the TODlan and administrative rules.

The TOD Plan envisions that people will prefer to live in a community where they do not need to rely solely on auto transportation and so it looks to establish a “Pedestrian First Modal Hierarchy” that optimizes streets to move people, rather than vehicles, the HCDA said.

The HCDA also said that TOD Plan identifies that additional density or living space in a transit rich district already expecting to realize significant growth will support the construction and delivery of public benefits such as reserved housing, parks and complete streets improvements.
